However, when you are combining negative commands, that lack an explicit subject, there's no need to insert DO:
Don't eat the cookies. + Don't spill your milk: Neither eat the cookies nor spill the milk.
By the way, if the two independent sentences have common parts, the combined sentence is usually shortened. The sentences above could be shortened to:
I neither love you nor hate you.
He neither meant it nor said it.
or even:
I neither love nor hate you.
He neither meant nor said it.
So the form is: neither A nor B. A and B can be single words, phrases, or complete sentences. It they are complete sentences with explicit subjects, we put a form of "do" ahead of the subjects:
Neither do I want to say more on this topic nor do you want to hear it!
