(1) "barking at the moon" - great expression. It's not exactly the same as "looking at the moon", but it is appropriate here.
(2) You could also say "loosen the reins" here.
(3) "To pet" is used only for animals.
I don't know if it is the same meaning.

In Spanish:
Suelta las riendas= stop to control.
dar rienda suelta = to allow,to let
Perder las riendas = to be out of control
To "loOsen the reins" means to allow more freedom, but not to give up control completely. Parents have to loosen the reins gradually with teenagers.
