My city’s library is one of my
favorite places. Immaculate floors, clean tables, tidy shelves, silence (almost
all the time), and attentive employees contribute to an attractive environment.
Of course, the library is not the Library of the Congress, but my city’s
library serves adequately the necessities of the community.
Since 1996, I have been visiting
the library frequently. In particular, the library was essential during my
undergraduate and graduate studies. For years, I have been borrowing books for
my mother and me. On the flip side, the availability of new books is very
limited because the payroll and utilities consume most of the budget.
In essence, my city’s library
resembles an oasis in the middle of the urban chaos that we face every day. When
I need a place to relax my mind, read a book, or write something (as right
now), it’s the perfect time to visit the library. Indeed, I feel like a fish in
the water here.

I would have said "the needs of the community".
"On the flip side" is fine but might sound a little more informal than the rest of the passage.

Yes, it is the Library of Congress, without "the". Toda mi vida he escrito "the Congress" pensando en español "El Congreso".
